It has been officially revealed that the title for this year’s momentous Christmas Special is:
The End of Time, Part One
This is the first time this naming convention has been used on Doctor Who since its return in 2005. Although several recent stories have been told across more than one episode, each part had a separate and distinct title.
This year’s Children in Need, which goes out on Friday evening on BBC One, will feature an exciting scene from The End of Time, Part One and you can hear a snippet of the preview and confirmation of the news Here

I think the theory is that as this is such a huge special the General audience needed to know that this was a 2 part story and not just a special for Christmas day as per usual so the best way was to have title that definitely showed this was a two parter.
makes sense really.

What a stupid way to build everyone’s hopes up by saying that it was six words long and doing this. Surely they could have thought of something a little more imaginative.
