July 4th, 2014 - 10:22pmThe fact that it doesn’t sound like Nicholas Briggs serves as proof that it’s probably not the Dalek prime minister.
In fact, that is the main reason I thought “Davros”.
Unless there is a new Dalek voice artist, I suspect it’s Davros. However, it is not revealed yet, so I won’t be entirely sure yet; I’ll only get disappointed when it turns out to be the Dalek Education Secretary (because that seems to be the ridiculous direction in which the Daleks are going, they now have a Prime Minister, rather than just good old-fashioned Emperor > Supreme > Supreme council > leaders/saucer commanders > drones)
